2014
Subcommittees
For
2014, the FOIA Council appointed two subcommittees to study
FOIA legislation and begin the study of FOIA directed by House
Joint Resolution No. 96 (2014), as detailed in items numbered
1 and 2 below.
1. Records
Subcommittee
The Records
Subcommittee will begin its work by studying §§
2.2-3705.1 (exemptions of general application), 2.2-3705.7
(records of specific public bodies and certain other limited
exemptions) and 2.2-3705.8 (limitation on record exclusions).
The subcommittee will also study § 2.2-3705.6 (proprietary
records and trade secrets) during the 2014 interim. The FOIA
Council directed the subcommittee to study HB 339 (Anderson)
and SB 387 (Reeves), identical bills that would amend an existing
exemption concerning access to certain proprietary records
of the Department of Rail and Public Transportation. The Subcommittee
consists of Council members Ashby, Hamlett, Jones, Oksman,
and Tavenner.

The goal
of this subcommittee is to study all meetings exemptions in
§ 2.2-3711 during the 2014 interim, as well as procedural
or other meetings issues, should any be raised. The Subcommittee
consists of Council members Dooley, Landon, Oksman, Selph,
and Whitehurst.
