2011 Subcommittees

For 2011, Chairman Houck appointed two subcommittees to study current FOIA issues and legislation as detailed in items numbered 1 and 2 below.

1. Personnel Records Subcommittee

The Personnel Records Subcommittee will study SB 812 (Martin), concerning access to names and salary information for public employees and officials, referred to the FOIA Council by the 2011 Session of the General Assembly. The Subcommittee consists of Council members Ed Jones, Roger Wiley,1 and Frosty Landon.

2. Criminal Investigative Records Subcommittee

The Criminal Investigative Records Subcommittee was first appointed in 2010 to study SB 711 (Edwards), which was referred to the Council by the 2010 Session of the General Assembly for study. The Subcommittee has been reappointed to study SB 1467 (Edwards), which was referred to the Council by the 2011 Session of the General Assembly for study. Both SB 1467 and SB 711 would limit the exemption for criminal investigative or prosecution records to those investigations or prosecutions that are ongoing. As a result, criminal investigative and prosecution records would be open to the public after the ongoing criminal investigation or prosecution has become final or has been otherwise terminated. The Subcommittee consists of Council members Craig Fifer (Chair), John Selph, Sandra Treadway, and James Schliessmann.
